Who Actually Pays for Water Pollution in Canada?, Paper 1 in the Water Pollution Series (DOI 10.5281/zenodo.21500230), publishes the fiscal ledger behind nutrient cleanup in the basins where public spending concentrates.

Using Environment and Climate Change Canada basin indicators for Erie, the St. Lawrence, and Lake Winnipeg, plus the Bow River Phosphorus Management Plan for the middle-reach irrigation corridor, the paper treats agriculture's roughly 75 percent attributed loading share as a basin planning parameter already used by regulators.

Headline numbers

Canada spends about $2.57 billion a year across nutrient removal, pesticide treatment, monitoring, watershed restoration, eutrophication damages, and source-water protection in those basins. Agriculture's direct contribution through public program receipts sits near $22 million, about 0.9 percent. Municipal ratepayers cover about $695 million; industrial operators about $349 million; general taxpayers about $1.5 billion. Run against the taxpayer pool alone, the gap between attributed load and dollars collected is about $1.11 billion a year.

Scope of the claim

The 75 percent figure describes attributed loading in specific problem basins. A single national water-pollution share would need a mass-balance inventory Canada has yet to publish. The paper sticks to the basin numbers regulators already use and compares financial assurance norms in mining, energy, and waste with the provincial, livestock-threshold tools applied to agriculture.
